Are my husbands criminal charges to much to get in to the Army?

He's directly on the borderline with what he has. Five misdemeanors is the limit and six or more would permanently disqualify him. The traffic offenses don't require a waiver if two or less of them had fines of over $250. If his current commander won't forward it to his battalion commander for review then his only option is to go to a recruiting station in a different recruiting battalion for consideration. Nine times out of ten, that means going several towns away or even to another state. Even then, you'll have a hard time finding one who wants to enter all of that information in the computer for submission.
